'3' Mobile Contract Admin Charge

My brother wants a new mobile, wants a cheap deal so I told him to go with 3, I filled it all in for him and it mentioned a £1.95 admin charge, does this get taken regardless to whether or not they accept or decline him or does it get refunded? I didn't have a clue when he asked me, they have taken it out of his bank already.

Its a charge for the credit check. On the website it says that if you fail the check then the charge is not applied.0
