There are no rules in place which govern a timeframe for getting back to you, or even ensuring that an employer has to respond at all.
In my opinion, you should phone whatever contact you have and ask for feedback at the very least.
When I first graduated, I applied for a job - had a very strong impression from interview that I would at least get through to the next stage (an informal morning spent in the branch). A month later I'd heard nothing, so called the girl in HR - who said my file had been marked as having passed the assessment day, and my details had been passed to the branch manager who should have been in touch to arrange for me to go in. He hadn't been, she chased him up and I started a fortnight later.
I don't want to give you false hope, as I subsequently worked in recruitment for 3 years, and often a delay in response tends to mean no - however there can be various reasons why they wouldn't respond right away, and it still be a positive outcome.
Try to remember that generally recruitment will be carried out by HR teams, and recruitment is actually only a very small part of their job, so if there are other more pressing things which crop up, they will obviously take precedance over recruitment at times. Equally, as someone mentioned above, it could be due to holidays, sickness or even if they're recruiting on a mass scale, they'll have their vacancies listed in the order of the priority they need to be filled - and it may just be that the job you're interested in was at the bottom of the list.
You could second guess 'til the cows come home. The best thing you can do to put your mind at rest is to phone and ask. Remember not to sound cheeky, or indignant at the fact they haven't responded yet - more just that you're keen to hear, and even if you have been unsuccessful would really appreciate some constructive feedback

hmm, agencies seem to rely on the 'contact at the employer being on holiday' scuses rather a lot..Long time away from MSE, been dealing real life stuff..
