Build up credit by calling premium rate numbers ?

I recently had thrust into my hand in the street, a calling card which could be 'charged up' by calling a premium rate number at £1.50 a min for 10 mins i.e. a total minimum crddit of £15. The credit could then be used from any phone. The whole thing looked very dodgy as the info on call charges using the card was very sketchy and vague and there was no contact info.
However this led me to think that there might be someone (honest) running a syste like this which did not involve a £15 commitment and where the outbound call charges were fair.
It might for various reasons be a convenient way to pay for ones calls and I was wondering whether anyone had come across something similar where calls are paid for from one phone but the credit can be accessed from another via an 0800 number.

Not what I am after as this is a conventional calling card crddited from a credit/debit card. As far as I can see it cant be credited by calling a premium rate number: e.g. a £1.50 per min call to an 0906 number that then gives £1.50 credit accessible from antoher phone using an 0800 number and calling card/ account number.0 -
You mean something like this.But you can only normally use thse services via the LL you called the premium number from, to avoid misuse!! Access is through a 020 number.

I believe topup2talk used to offer an option to credit a different number but this was withdrawn due to the fraud issue.
I believe https://www.qxtelecom.co.uk/qxdial offers an option - you need to make at least one call from the phone you're topping up first, only offers 0844 and 0871 top up (as it is intended to exploit mobile tariffs with free minutes covering these prefixes - which is now very few)0
