new account entry requirements

For various reasons My son Aged 19 does not currently have a bank account and is finding life in the modern world difficult. He is told that he needs a passport or driving license and/or utility bill, to get one, he does not have either and from what we can see he needs a bank account to get both. Is there any thing he/we can easily do to rectify this situation, or what is the best course of action for him to take??

    Does he have any recent letters from HMRC, School, College.
    Try taking him to your own bank with a utility bill. See what they say.

    How about opening a savings account at a local building society. Soon he'll get letters and statements in his name.

    If he is on the electrol roll then they should be able to identify him electronically, and without the need for ID. He should be able to apply via the internet for accounts.

    I have just done this with HSBC.

    I'm one of a dying breed without a passport and or driving licence but, I use my P60 - you get one every year - plus a few utility bills.

    In the absence of utility bills, recent (less than 3 months old) original bank and or savings statements sometimes works and or something similar of an official nature with your name and address on it.

    You don't need a bank account to get a passport/driving license. You can pay the fee on his behalf by debit card or cheque. :) I know it costs money but they can be useful later. His passport would be valid for 10 yrs so a good investment perhaps?

    A driving license is cheaper though. Also it takes less time to get and wont need to attend an interview.

    Sorry to leave out driving license but some financial institutions won't accept a provisional license after age 20.... And driving lessons are expensive!!
