Spanish Bank Account

Does anyone know of any Spanish banks who do not charge. We have had an account with BBVA in Tenerife for the past 3 years. We paid in 300 euros to open the account and have absolutely no transactions during that time. We now only have 211 euros left, hence the request for an account which doesn't have charges.
We want to pay electric/rates etc and have a debit card.
