offered but then refused overdraft increase?

Hi - looking for advice.
I have an overdraft facility of £600 on my bank account and was offered a substantial increase in this by the bank without me asking. I went along today and at the very last minute when the guy was putting everything through on the computer, it was declined without reason. Looking at my credit report on Equifax, I can see the credit check that was done today by the bank but my credit rating is in the excellent category and the only two things on Equifax that could potentially be a problem are that i have lived at my current address for less than two years (though I have banked with this bank for 18 years) and I once was 1 month in arrears on a store card in 2001. I don't understand why I was declined - can anyone shed any light on this - could it be the one storecard payment? The guy said I was a good customer, managed my account well etc and didn't know why either.
I could really do with this overdraft increase - I was initially refused an overdraft nearly two years ago with no explanation, but then managed to get this one and was pleased to think it could be increased because i have no other emergency financial fallback...
