Do I need to re-wire?

I recently installed new night storage heaters in my flat on economy 7 planb. Whilst they were being installed the electrican noticed that we had no earth wires in one of our plug sockets. They then went on to say that there was no earth cables in the whole flat. This was rather worrying. Without fully explaining what it meant they slapped us with a quote for over £6000!!!

We have since had a few more quotes which have varied in advice and quotes.

I'm very confused!! Apparently we do have earth cable in our plug sockets but we cannot trace the earth cable back to the fuse box?! There is no earth cable in the light fittings.

We definitely need a new fuse box (replaced with an RCD one), This I understand. What I really want to know is do we have to rewire the lights and sockets? Can we just change the fuse box and leave the rest of it until a later date? I've been told by numerous people that an old build very rarely has earth cable in the light fittings. I do know that the wiring complies to an old regulation.

What are the consequences for not having earth cables in the flat? Are we in danger? Can the new wire be fed through or do we have to drill into the wall?

Lastly, what would be a good price for replacing the fuse box with an RCD box?

Any help would be greatly appreciated.
