Wilkinson's seed bar nearly killed my bird!

I bought some seed bars from Wilkinsons and gave them to my birds. They ate them from the bottom up, and at the top and bottom the plastic bar in the middle It has a curved end and is almost a full circle but has a tiny gap. And she somehow got it stuck around her neck!
They're sold as being suitable for cockateils, but if I hadn't been able to free her in time they'd've needed to be suitable for dead cockatiels.
And I had to grab her and try to free her, but she was panicking and wiggling and not cooperative.
She was fine, but I think I'm still in shock!
