help! water in outer shell of oil tank

I have just been told by the oil delivery driver that our tank is 2 thirds full with water... it appears that others in our estate are affected too...
has anyone experienced this before? we think the make of the tank is Titan.. need to double check when its light tomorrow. Tank is about 8 years old
not sure what the implications are but was thinking of contacting the manufacturer in the first instance
Any advice would be much appreciated
