best buy desktop

Just been to my niece's and they were having problems charging up the great nephews birthday ipod due to their desktop still being USB 1.0 which gives you an idea of the age/spec. Hating PC World as most of us do, and not wanting to suggest it, can anyone suggest a fairly basic pc package to suggest to them to bring them more up to date.

I know a cheapy ipod mains charger is one method, but he is coming to the age where he is going to need pc access for schoolwork, I could add them a USB 2.0 card, but at that age fear if it is touched, then something else would go wrong.
