Tell the seller to refund 1p to you, this will release the funds. It is out of order Paypal holding the money.Back on MSE after a 5 year hiatus.

Think that the new eBay and PayPal policy on withholding payment on items sold on eBay are very unfair.
Sent them both this e-mail however am doubtful that what has been said will make any difference whatsoever. Seriously considering stopping using eBay and PayPal. Do they not realise that every penny counts and that their members cannot be expected to wait for 3-weeks for cash that they're entitled to from eBay sales? At a guess the answer is no.

Please note that I wish to express my sheer dissatisfaction with the new rules that eBay and PayPal have brought in concerning payments being held for up to 21-days prior to the seller being able to gain access to said eBay payments.
This rule is completely and utterly unfair.
The idea behind selling things on eBay privately (particularly in this financial climate) is so that extra cash can be generated in order to pay bills etc.
PayPal and eBay do not seem to have taken into account the fact that:-
a. Sellers have to pay carriage charges up-front
b. Not all buyers leave feedback therefore sellers will not have access to their eBay payments for 3-whole weeks
c. You do not allow for payments to be accessed upon providing proof of posting / delivery unlike PayPal in the USA.
Seriously considering giving up on eBay and PayPal.

I thought this was a new thing. Now after 230 feedbacks all 100% positive and years of membership of ebay/paypal they have imposed the 21 days restriction on me for all future transactions. The reasons they give are
"Possibly....
• Seller has more than 5% dissatisfied customers in the last 30 days.
NO!
• Seller has a limited transaction history with less than 100
Feedback.
NO!
• The transaction involves an item from one our higher risk
categories, which includes gift certificates, video games, cell phones,
computers, and consumer electronics.
NO! - well not unless you count a keyboard I sold last week, which has positive feedback anyway.
This seems to be a cynical attempt to cash in on people too lazy to give feedback and keep 21 days interest on my funds (having taken 10% on the sale and 4% on the transaction of course) I sold 3 items worth total of £350 in the last few weeks and paid EBAY/Paypal over £45 for the privilege and this is how they repay me.0 -
I am never going to have 20+ detailed feedback on my eBay account as I am selling some of my stuff and am not a shop. I have 178 positive feedback rating collected since 2003 and fund paypal with my debit card. I posted four items on Monday - P+P came to £18, can I please at least have my postage now? I do not think this is a fair system, while I appreciate the benefits for the buyer - I believe that postage payment should be given on good faith, especially when it's only £3 for the buyer (multiply this by 10 items all ending at the same time and the poor seller is out of pocket - £30 is a large chunk of my weekly wage - I am not rich!). Also, what happens to me, the person who just sold her nice boots for £20 if the buyer is dishonest and pretends they didn't receive them? I can't just take the hit you know, I don't have a huge turn over like power sellers do. Come on Paypal, get real!

You either send the item tracked and you will be protected by paypal. Or if the buyer doesn't receive the item claim for the value up to £41 for loss. So you don't lose money. Why are you assuming your buyer is dishonest do you have proof they have received it? If you do present it to paypal
Its a little worrying that your assuming buyers are dishonest 99% of buyers are totally honest. The bestway to protect youself is to understand both how ebay and paypal work. I suggest you have a look into this as it sounds like you don't fully understand0 -

You have successfully shown exactly why these holds are in place. If there is any thought in your mind at all that you would resist a refund to a buyer then paypal are completely correct in holding funds for new sellers until they show they have been on ebay long enough to understand their responsibility to their buyers.

Not only is Pay Pal's policy of witholding funds (for some obscure reason to do with number of transactions) against the whole assumption that using eBay and Pay Pal is a fair and democratic way of exchanging goods and money but I also suspect that it is fraudulent in that Pay pal are making significant sums of money (on the accrued interest). The company also delay transfer form Pay Pal to personal bank accounts well beyond the 3 days advertised - again making significant sums of interest on these funds in "transfer". Its corrupt and sad because eBay used to be a place where you could enter into a relationship with your suppier/buyer that seems beyond the reach of our sad banking fraternity
However, it now looks like that the commercial pressures (if real!) are becomming unacceptable. I am looking for alternatives and will encourage my friends to do the same.0 -
