Making sense of BT operator connected charges

Bit taken aback by latest BT phone bill which records the following charges for operator connected calls from our BT landline to various mobile networks:

The perpertrator has been reprimanded ! - what I can't make head nor tale of from pricing information available from BT is how they arrive at these charges (probably also a network operator element in there) - seems to be mostly 'fixed' pricing since the £7.829 is independent of duration.

Anyone offer any help - I'm looking for a price breakdown so I can go back to the networks and understand if I have been correctly charged.

Also the information as a warning to others - it was only 4 calls this time, could easily have been 40. Not funny.

    Pricing Information

    The operator service charge is £4.425 excluding VAT (£5.20 including VAT) and is added to the call charge. It is not charged if the caller has previously had difficulty dialling direct. It is charged in any other circumstances.
    Call charges are listed in Part 1 of this Section.
    There is no charge if the call cannot be connected.

    Part 1:Operator Call Charges

    Subpart 1:Operator Assisted Calls

    Customers may use a BT Operator to connect calls to many destinations.
    There is no charge for making a call to the 100 operator. Charges only apply when the services described in this Section are requested.
    Charges for calls made through the 100 Operator differ to those made through the 198 Special Assistance Operator as shown in Part 7 of this Section.
    Customers who connect to Directory Enquiries (DQ) via the 100 Operator will be charged as though they had made the call direct to DQ.
    Charges for calls made through the 100 operator service generally have two parts: an Operator Service Charge, which is a fixed amount for each call, and a Call Charge based on the type of call and how long it lasts.
    This part describes the Call Charges. The Operator Service Charges are covered in the other parts of this Section.
    The charges below apply to calls from BT lines to numbers in the UK, Northern Ireland to the Republic of Ireland, the Channel Islands and the Isle of Man. Calls can only be made to the services shown in this section, and not to all the services available for directly-dialled calls.
    Operator Connected Calls from the UK,(except Northern Ireland), to the Republic of Ireland are shown in Section 40 of the BT Price List.
