Electoral Roll and Getting Credit

This is probably a dumb question but...
I live and work in hertfordshire (renting just a room so not on any registers) but all my cards and stuff are registered at my guardians address in Suffolk but I'm not on the electoral roll or council tax as there is no point in her paying the full council tax amount when I don't live there anymore.
I can't get credit now although I checked my credit file and I only have one missed payment in my history. Am I being declined because I'm not registered at my guardians address where I am applying for credit? Can I be on the electoral roll at my guardians address without her having to pay full council tax instead of single persons discount?

Yes you are almost certainly being declined because of electoral role but as for being on the register there and council tax someone else will need to answer that oneThe truth behind the PPI numbers...(Post 3712 on the PPI Reclaim thread 3)

I had to be taken off the electrol roll at my mums when I moved out because she would have been liable for council tax for me otherwise.
