Timer/Thermostat and plumber or electrician dilemma

Hi All,
Not sure if this is the right place to post but here goes.
Recently moved into a new house which unfortunately has electric storage heaters and an immersion tank for hot water.
Starting to get my head round the storage heaters but the hot water is a law unto itself. First off, it's dangerously hot - not happy about that with a 9 year old knocking about. Second, the water gets heated on a regular basis - and considering how hot the temperature is, tends to be more often than not.
I've had a look but can't see a thermostat for the tank, so would like one fitted, but also a timer so we have hot water for the morning and evening but don't need it during the day.
Is this a sensible way to approach the issue and am I looking for a plumber or electrician. I'm figuring the cost for this job will work out evenly as the electricity won't be heating the water to such a temperature or so regularly.

You cannot see it because it is under the large immersion heater cover. Just turn the thermostat down a bit and problem solved.0
