You do get the odd bands etc that release free downloads every now and then, but they are VERY few and far between im afrraid

Bands sometimes allow you to download tracks from their MySpace page, so that's always a place to look

Amiestreet.com have some free downloads, and a lot that are cheap - I've downloaded a couple of obscure albums (possibly from unsigned artists) for $0.15 each!

Chart music is, on the whole, aimed at the mass market to make profit, so as others have said, you're very unlikely to find free & legal chart tracks.
