Flight cancelled - Compensation from Airline or Travel Agents?

Hi,

Myself and my girlfriend were booked on a flight to Beijing from Heathrow with Austrian Air, with a change in Vienna. We were supposed to on Tuesday 25th November, and on Tuesday 18th November I was checking our flight numbers but I couldn't find it anywhere on the online itenary I was given. I phoned my travel agent and they informed me that for some reason the connecting flight from Vienna to Beijing had been cancelled but this was the first they knew of it. They managed to get me on another flight leaving Thursday November 27th, however we had already paid for bus tickets to Heathrow and they wern't refundable so we had to book new tickets for the new leaving date.

I've been reading the articles on here about advice on claiming compensation but I haven't found the answer to my problem: if you book through a travel agent and the flight is cancelled then who is responsible, the travel agent or the airline. I have spoken to both about compensation for the money we lost in having to book new bus tickets and they both say they arent responsible. I would assume that the travel agent is responsible as that's who I paid the money to, but I would like some clarification before I call them back.

If anyone has any advice on what my options are if the travel agent continues to refuse to refund the money (in case your wondering it was £15, not loads but still it's the principle of it).
