Does this sound like a good rate?

Scottish Power are charging me 11.5 kWhp, standing charge 0.3125

    I assume you are talking about electricity charges rather than gas.
    I'm with Scottish Power, on their Fixed Price August 2009 tariff and I pay for electricity:
    Standing Daily charge: 27.41p
    Price per kwh............: 8.723p

    So your rates are a lot higher.

    Yes, it's for electricity. Went to Simply Switch, they could only come out with one quote which was £1.44 cheaper per year with edf. Perhaps i'm doing something wrong?

    prices have gone up quite a lot. Scottish Fixed Price Aug 09 was a good deal but it is no longer available to new customers

    Have you checked on another comparison site just to make sure?

    I believe prices may be due to come down soon so signing up to a
    fixed rate tariff may not be the best idea!

    what area of the country do you live in? I presume Scottish isn't your regional electricity supplier?
