Closing credit cards and opening a new one?

Hi we have a few cards open that have a zero balance (and have for a very long time) with high credit limits. We would like to close these 3 or 4 cards and then apply for another card to take advantage of a 0% for 13 mths offer so we can balance transfer £4900 that is ending its 0% on another card in a few months. We have never been refused credit and have an excellent credit scoring.

So my question is would it be a good idea to close these cards then apply for a new 0% card? I don't want to apply really without closing these cards as it looks like we have alot of available credit to us and I'm worried they may say no for the first time?

Also I have heard the rumours about may be the end of balance transfers if the new credit scoring goes ahead so would like to sort out a 0% soon if possible.

I've had these cards open for ages and none have tried to close them down up to now. We did ring Halifax to try and close that one a while ago and they said to keep it open incase then could offer us a deal in the future.

I think we should try to close them again and then try to see if we can open another 0% deal in a few months. Fingers crossed
