Sorry, but he is not covered under the distance selling regulations. You can find a summary here but to save you looking, under the list of things not covered is:
There are no grounds to get out of this. He was offered a price which he fully understood and willingly accepted.Accommodation, transport, catering or leisure facilities for a specific time or date, when not sold as part of a package (such train tickets, hotel bookings or concert tickets)
PS It won't work disputing it with his credit card company as no breach of contract has taken place on their side.0 -
He doesn't have a leg to stand on, he booked it knowing how much it was and it will have stated clearly it was booked under a no refund policy. It's a shame he didn't think to shop around he'd have found loads of bargains.0

Best of luck! I went and did a search on Novotel's web site -right by the rate it says " Description of rate and sales conditions " you brother should have taken a look at them prior to booking and then he'd have realised he was booking a none refundable room0

All your questions have been answered by the hotel and by the above two members who took the trouble to respond and in the case of reaper to look up the law for you.

Update: The hotel have today refunded my brothers credit card in full and cancelled the reservation. He has since saved over £250 on a cheaper hotel room which is slightly better situated too.
Persistence is the key. This just goes to show all the nay-sayer's that it is possible to cancel and get refunds if your persistent enough.0 -

It was an old post that I edited. To cut a long story short my brother booked a non refundable, no-cancel hotel room which was really over priced. I eventually managed to cancel it by constantly pestering the hotel and they have given him a full refund.
Consequently he has booked a room which is nearly £300 cheaper and includes a free breakfast in the same area.0
