Raw rate change

I was hoping somebody might be able to tell me a bit about the warning message that appears on my screen now and then advising of a raw rate attribute change from xx to xx? It doesnt seem to affect anything but is a little annoying!

Sounds a little suspicous and doesn't sound like it is anything wrong with the PC. Could be spyware maybe? Does the title of the box that appears say "Messenger Service"? If it is, you can safely disable the messenger service with this free tool. http://www.grc.com/stm/shootthemessenger.htm0
