Possibly lost £13k buying car - no refund as yet and no car!!

Hiya!
Hope this is the right place to post - couldn't really find anywhere else suitable.
In summary here is the situation: My mum was looking for a new car in June, found a place that was selling them for 2k less than anywhere else. This car 'shop' is a long way away from where we live, and lots of it is done via internet anyway. My mum paid the deposit, and 2 weeks before the car was to arrive she paid the full amount.
Car was kept promising to arrive but then problems occur: first there was no tax, so my Mum asked for the reg number to tax it herself, then a problem with getting the car (so they lied to us first time) you get the picture!
Obviously it is now Novemeber. After having no car show up in the first 2 weeks of October - we requested a full refund. Was told it takes 30 days - it does state this in the ts&cs so we have waited. Promised cheque would be sent recorded at the start of last week, on Wednesday we called - turned out they hadn't posted it and they were about to. Called Friday and told they had JUST posted it. Called yesterday and was told it has been sent but by standard 2nd class post and it will definitely be here tomorrow.
In my honest opinion - I don't think they have sent th cheque at all.
Usually they ask my opinion on things before they buy - this is the only time they haven't. The company has many many people they have done this to and currently have reviews of the same thing happening to many people.
My big worry is that they will go bust soon.
I have purposely not mentioned where this company is or there name as I don't want it to affect my Mum dealing with them - if it doesn't come tomorrow I will be more than happy to share the name!
So, advice please!
If this cheque doesn't come tomorrow, what do we do and who do we call?
I am trying to help my parents out as best I can but I have never had experience with any situation even similar to this.

Did you mum go to their premises and look at them/the car?
It's just I can't believe anybody would pay £13k for a specific car without having crawled around it and got an AA report.
So, just wondering why nobody seems to have just gone to their place again.0 -
It's a new car from a car dealership.
If it was me, I would have done all this research beforehand and wouldn't have paid until i'd seen it. But my parents decided not to (makes me angry!!).0 -
Is it a brand dealership? If so contact the head office of the car manufacturer and complain to them. I would go to the CAB and ask what rights she has under trading laws.I don't believe and I never did that two wrongs make a right0
