They claim to be legal, they also did when they were shut down last year.
The site is perfectly legal under current UK broadcasting laws - as mentioned, one of the reasons they withdrew the service was due to the service being used outside of the UK. They now use a variety of location-based filtering to prevent users from using the site outside of the UK (I've been a beta user for many months).
They also used to allow you to record, this was also against the rebroadcasting rights under which they operate, so recording is no longer available. A desktop application is under development which will allow recording to the end users hard disk rather than to TVC's remote servers (as previously).
Great service, fantastic bunch of guys running it, and for Flash video, the quality is amazing for the bandwidth it consumes.0 -
