NTL Line Rental £12.50?

Correct me if I'm wrong but after the recent price rises, is the lowest line rental available from NTL for just a phone line actually £12.50.
Do they have a death wish?
(NB - this is for new customers, the rip off 3-2-1 tariff with 6p connection fee is still £10.50 for existing customers)
