I'm pretty sure that's not what she's after. They were coiled up bits of paper, you'd put them into a dish of water and they'd open up.
I was a child born in '82 and I had some, as did my friend round the corner who was older.

I remember them. Came in a little paper wallet with lots of discs in and they unfurled in water. We also bought shells that were taped shut with a paper strip which dissolved in water and the shell opened and a flower on a string floated out. Completely unrelated, there was a little fortune telling fish that curled up in the palm of your hand. Happy days.0
