    Just because some banks will be partly owned by the Government doesn't mean that taxpayers have the right not to be charged.

    HMRC is owned by the Government, but you will still be fined if you don't get your tax return in on time. It is the same principle, as you are breaking the rules. Many other Government-owned organisations or Government departments will impose penalties if you breach an agreed set of rules. So to follow the same logic, as these are funded by the taxpayer, should they all be refunded as well?

    I would say 90% of the charges should stand as they are for people who cannot manage their finances and were not prepeared to take the consequences of such.

    Whilst bank charges maybe "excessive" the fact is people should not get them if they can manage their finances correctly.
