PayPal Problem

"I sent $3.19(£1.66 GBP) to this seller in agreement for a set of services, this was a split payment and the rest would be payed upon completion of the virtual goods, so long as it was done by Friday Night.
This was not the case, I was promised a refund and 2 of the goods were sent (Out of the ordered 6/7)
Refund not received and Seller blocked me out to try and get away with it.
Full refund will solve situation."
This was sent on August 3rd 2008 as a request for a refund, it timed out and I can't send another one. It's only £1.66 I no, but money is money, this guy, who is probably underage by the sounds of it, finds this whole situation funny and my sources suggest he is an immature young computer user anyway.
Is there anyway I can work on getting a full refund through PayPal, or just send this jerk down, because I'm not standing for him taking my money without any good reason and trying to be clever about it.
