Barclay Mastercard Madness?

After reading the tips and advice on the board I have been enjoying 0% interest on both a Halifax One Visa Card and also an Egg card.
I still have an outstanding debt of around £4000 on the Halifax card and the 0% interest deal is due to end in January.
I telephoned Barclay Card to take advantage of there 2.9% for life of balance to existing customers (I have a card that I rarely use credit limit of £3500) and was told that I couldnt transfer the whole amount of £3500 as I would need to keep at least 10% of the credit balance free and the maximum they will tranfer is £3150.
I was then informed becausethis month I am in credit of £1.32, my previous payment that put my account into credit would be taken into consideration ???
I was advised by the the assistant on the phone that I would have to wait until the next statement date of December 21st to do this.
If I had paid the exact amount and not gone £1.32 into credit I would have been able to do this today. I am not sure I understand this fully.
Is it only me that thinks that this system is madness?

Why not go out and buy something for a few quid?
Say it's £5.99 - then to get the balance to zero phone up Barclaycard the next day and pay (£5.99 - £1.32) by Debit card?
But I don't get it. If you had an unpaid balance they wouldn't have any difficulty lending your more - particularly as that part gets paid off last of all!.....under construction.... COVID is a [discontinued] scam0
