MS installer error message

Hi all
Have been trying to download Tuneup Utilities 2009 via my e-mail link & keep getting the following error message
"the windows installer service could not be accessed. This can occur if you are running in safe mode, or if Windows Installer is not correctly installed. Contact your support personnel for suppport"
Help please - not sure what is going on. Is there a quick fix. I did delete windows installer - probably wrong thing to do !!
