MBNA would not reissue lost credit card

Hi,
I hope that someone might be able to give me some advice regarding my MBNA credit card.
I have held the card for a number of years, and I'm afraid that the balance is pretty close to it's limit (but my debts are another story...). I recently lost the card and called their call centre to request a replacement. The person I spoke to asked me a few questions about how it was lost, whether the PIN was with it etc. Nothing untoward at all. I was told that a new card would be mailed within 10 days.
For some reason - and not because any of the questions i was asked - i asked whether requesting a replacement card required a new credit check and was told absolutely not. I had no reason to think this, but was being very cautious.
Yesterday, I received a letter from MBNA advising that my request to reissue the account had been declined and I am furious. I am not fussed about not receiving a new card as i really need to work on reducing the balance anyway, so not having the card will help! Plus, I'm sure there's some small print somewhere saying the bank can close the account if they wish. But i did not want any credit checks to be run at this point in time (i'm working really hard to improve my record) and would never have requested the new card had i known that this would happen.
Has anyone else had a similar experience? Isn't there some script that must be used to advise you that a credit check is being carried out? Do i have any recourse to complain here? Any advice would be appreciated. I tried to call MBNA last night but the phone systems must have been down as the line just rang out.

It doesnt sound like they have done a credit check? just that they arent re-issuing the card becuase you're at the limit?0

Yes there is a script, it's in the T&C's. Card companies can review accounts at anytime based upon information received from the CRA's, but there is nothing here to suggest another full credit check has been done. It could be quite simply because your account has not been managed in a way they'd like and therefore they may have exercised their right not to issue another card to you. Your debts may be another story, but they are intrinsiquently linked to any line of credit that has been extended to you.
You need to call MBNA and ask them why, you have the right to make a complaint if you so wish, but that may not get you the card back. If you're lucky, it could be a simple error on their behalf ?0 -
Sorry, I should have mentioned that the letter did say that the account would not be reissued based on the results of a credit check and told me i could obtain a copy by contacting Experian or Equifax (the usual deal). I don't have the letter in front of me to check what it said about the conduct of my account and whether it was a case of a credit check refusal OR my standing with them. I don't remember it saying that, but then i was seeing red!!0
