Chargeback question

I have a question that I need some advice on.
On 13th November, i tried to order website hosting (34.95) on my Barclaycard and at the time the merchant's website said:
"we are unable to confirm your details at this point. We will try to process the transaction again and if successful contact you"
So, I never hear from this company after that and figured that they never bothered and instead I ordered my hosting from another company a few days afterwards.
Now today, i checked my statement online and noticed a charge for 34.95 from them on the 13th so I emailed them straightaway and explained them that I never heard from them after the 13th and hence, never used their service so they should issue me a refund. I got an email reply back:
" your account has been terminated due to abuse"
Now, I for once have never even used their service as I never received the login details.
Secondly, are they allowed to try and process my transaction a second time after the first time when it said " we are unable to confirm your details"
I emailed them back again explaining the situation and they have failed to responsed.
Am i eligible for a chargeback?
