Does a Post Office Travel Moey card allow this transaction?

I want to deposit money into a Neteller eWallet using my Post Office Travel Money Card. It is a Visa Electron and Neteller accept Visa Electron.

However in the Post Office's Terms and Conditions, Section 9, Restricted Transactions, it says it is restricted to pay for for internet electronic services, and person-to-person internet payment products. http://www.postoffice.co.uk/portal/po/content1?catId=26800661&mediaId=52100700

Despite this I have twice booked flight tickets using the card online with no problems... is this not an electronic service?

I need some help here. Would the post office allow me to deposit into a Neteller eWallet?
