PAL/NTSC Signal format problem

I have a GeForces 7300 GT that supports multi signal format, on TV out mode through S-Video. Trouble is, the display on the NTSC TV is still black and white.........
When I run the TV stup Wizard in the NVidia control panel, the tv is still coming up as PAL????
I'm running dual displays, at the moment untill I can configure the TV, but even in single display mode it still comes up as PAL???
Will I have to change the PC's regional settings before it works?

So let me get this right. You've a TV that is NTSC and your computer set the graphics card to PAL. Yep - that'll give you a B&W picture alright.
It's worth trying the regional settings. The problem is with nVidias drivers. If you downloaded the UK version, try downloading and installing the US version instead.0
