Windows Live Toolbar - Lost Smiley Central

Hi guys
I'v always used smiley central emoticons for my hotmail and mse but lately the icons are not on my toolbar to use with hotmail despite it being installed on my computer?
Any ideas how I can get it back?
Since windows started messing about with everything it has all changed!!!
I have used it with my IM today so it is still on there it is just Windows live from which it has hidden from me?

Are you aware that the sodding thing sends messages to people whilst you're in a conversation with them advertising itself?
That many morons had it at one point that I ditched Windows Messenger and switched to Trillian just so I didn't have to see the bloody things.0
