Heating broken down in private rented accomdation

Hi,
I need some advice please.
My daughter is living in private rented accomodation in Devon. It is rented via a letting agent.
6 months ago her heating was condemned during a checkup and switched off. She contacted the lettings agent who said they would be putting in new heating as soon as possible.
She is still paying her rent as I read somewhere that it does not go in your favour if you stop paying your rent.
So as I said 6 months down the line and she is still without heating. What we need to know is what our rights are. I am getting pretty fed up now as it has been darn cold in Devon recently.
Anyone here let houses so are aware of our rights? Know of a good website that can explain all this to us? Anyone got a spare hotty? (only joking).
Any advice would be gratefully received.

Thanks again plumb1, I read up about this, my daughter went to citizens advice and she had a phonecall within 2 mins of getting back. She has had a heating engineer round to look it over already. All within 2 days.
