So far as I know the flash program itself is pricey so any web designer with it will be charging more than few ££.
Personally I skip any website with flash as it takes ages to load and I haven't got the time.

I recommend not using Flash because not everyone has the plugins for one reason or another, and you lose out on so many visits. Use standard code and some server-side script (PHP, ASP, Perl etc.) instead to build your site. HTML can be coded in any standard WYSIWYG editor (like Frontpage) and designers don't charge as much.0
