xbox live cannot connect

i have been playing on xbox live since may and have had no problems but yesterday it wouldn't connect to xbox live. i did the tests and it said xbox live had failed today it is still the same so i called xbox live support and they have told me to call sky (my isp) and to ask for the udp88 udp3074 and tcp3074 ports to be opened and to enable upnp
is this the correct thing to be doing as i cannot understand why it has suddenly just stopped working?
