PCN - incomplete visitors permit

I had a relative come visit yesterday and I gave him a visitors parking permit so that he could park on the street for the day. Without me realising, he scratched off the date on the card but didn't fill out his car's registration plate details. This has subsequently led to him getting a PCN (code 16).

Is there any hope of appealing this fine considering the correct date was scratched off? Also, he'd been parked on the street since mid-morning but only got the ticket after 4:30pm.

    It's highly unlikely. What's to stop the permit being passed around? The registration being written on it which is why it's a requirement.
  • You should go to Pepipoo and they will demonstrate the requirements for a controlled parking area. I once had a ticket for a residents only zone cancelled as the bays within the zone were unlawfully marked.
