Barclays fixed rate bond

My parents signed up on 21/10/08 for a Barclays fixed rate bond paying 6.3%.
They received a letter this week dated 10/11/08 saying there was an error in the rate and it should have been 6.0%.
As the bond rates are fixed at the time I don't see how this can be right.
Has anybody else received such a letter and any deas where to complain first to get this corrected back to the original rate?
