What training /software would people recommend to someone looking to start out in website design

This place is brilliant for learning basic HTML, CSS and various scripting tools.
Sure, you could use a WYSIWYG software to make up a website, but if you're genuinely interested in website design, it's always much better to start small, build sites from the ground up, and understand as you go along exactly does what.
If you don't already know basic HTML, that's what you should be looking to get under your belt first.Russia is HERE0 -
Dreamweaver is a common application that's used. You need to learn Flash nowadays as well.0

Essential skills: HTML, CSS
Learn some additional technical skills: JavaScript, Flash,
If you want to make database driven sites: PHP, mySQL
Learn to use a graphics package: e.g. Photoshop, Paintshop Pro, GIMP
Learn some core skills: User interface design, writing for the web
Have a play with: Dreamweaver. Not essential, but its not bad whilst you're learning
