Paypal problems (not related to Ebay). Can anyone help?

I bought something abroad in Europe recently and, as both the selling company & I had Paypal accounts, we agreed that I'd use the seller's PC to make the Paypal payment for the goods straight away, so that I could bring the goods back home with me.
On returning home, I found out that the monies had been taken from my bank account by Paypal immediately, but had not been passed onto the seller in case it was a fraud on the seller's part, presumably because I used their PC to make the payment (fair enough).
The problem is that, despite me immediately following the steps on Paypal that they asked me to take in order to resolve the issue, I have spent the last week emailing, phoning & complaining to Paypal to get them to release the monies to the seller, especially as Paypal have had my money for over a week and the seller probably thinks it's me holding up the payment.
It's obvious that the people at Paypal aren't reading/understanding what I'm saying (they seem to have a fixation that it must be an Ebay case I'm disputing!) & they keep telling me that they've actioned/resolved my requests/complaints by the fact that "the relevant department at Paypal is dealing with it". I've threatened to go to the Financial Ombudsman and the Press but have not got anywhere with Paypal & can see them keeping my money long term & not passing it onto the seller! Now when I log onto Paypal & try to make another complaint, their system is blocking me doing so and they're also sending me "customer feedback survey" emails which, when I follow the link, don't go anywhere so I can't even give negative feedback!
Has anyone else had this problem/similar &, if so, how did you get it resolved? I'm getting to the end of my tether with Paypal & can't even pop into a local branch office to sort it!:mad:
