Shared access and housing agency question

Hi guys!
I have a quick query. Three years ago between ourselves and our neighbours we were granted access to our property for cars. Both houses dug up front lawns and laid down hardstanding. The grass in front of both houses was dug up and tarmac put down with dropped kerbs to allow access. This grass belongs to a housing agency who granted access on a licence where we pay £100 a year for 10 years.
Today we have recieved a letter stating that our neighbours have not paid since the tarmac was put down and are in dispute with the housing agency. Because of this they are giving just over a month before they invoke a clause in the license stating that if the license was not paid then the tarmac would be put back down to grass and access to properties revoked :huh:.
We have paid for the license every year and have now discovered that our neighbours have never even signed the license
. Does anyone know what rights we have here or whether the housing agency can force us to put the tarmac back down to grass and stop us using our drive (that we paid a fair amount for)? Any help would be appreciated.
