Another Which Card

My next door neighbour is after a credit card, shes just cancelled her Royal Bank of Scotland card and still has a M&S more card and wants the best deal. She earns approx 27 thousand a year, and has about £3500 on each card that has mounted up and mounted up.
She wants to pay it off as quick as possible but also get a deal on a card she can spend on, we've looked at American Express as others have recommended what to apply for, better cashback vs higher interest. We are all a bit stuck - any advice on which way to go would be most greatfully recieved.
