that's what I thought too! but none of the letting agents I have used have helped to any degree. The current one wouldn't even go to the property to let the surveyor in for the energy certificate and they are only 5 minutes walk away.

Nowadays with council properties you pay up only when work has been finished and it is signed off as successfully completed. In such a case I think the fact that you paid would be deemed as acceptance that the job had been done to a satisfactory standard.

Of course whether this applied 12 years ago I don't know.

But surely you'd have to prove the job wasn't finished properly 12 years ago, and the current condition is caused by that rather than anything you or your tenants have done to the property in the 12 years since. Considering you yourself didn't see the property back then and can only assume that the current condition you see dates back to that work, I really can't see how you could argue the case.

Can't think why anyone else would have hacked off the concrete skirting and carted it away and the erosion that has taken place would suggest many many years of exposure. Surveyors have agreed about that
