any better alternatives to BT's Light User Scheme?

I use BT's Light User Scheme because I only make about £10-12 of calls per quarter, but I usually get a bill for about £30-40 per quarter.
Are there any cheaper options?

In a word, no. An alternative is BT Basic, but depending on how you use the phone, this may be adearer option. BT are forced to offer these 'social' tariffs by Ofcom - no other network (apart from Kingston in Hull) is compelled to do so, and there are quite a few hurdles required before you can even sign up for BT Basic or LUR - you cannot get it simply by thinking it might be a good idea.
All the other networks what you to make money for them, so their tariffs will be less useful. Another alternative is just to ditch the landline on go for a PAYG mobile - which has no line fee and providing you top it up every 6 months, nothing else to pay.0
