Sorry to say this but you've been refused.
Happened to me too even though I've never been in trouble financially and have a few grand in the bank. I've applied to Experian to get my credit report because it sounds a bit fishy to me. I recommend you do the same thing.0 -

I also had this problem when applying for the 6.9% card. I received a written refusal. I then requested both my experian and equifax reports, on checking these, the experian one had two minor errors which the equifax one did not.
I queried these inconsistencies and they were resolved, and then I wrote to Capital One's manual review center asking them to reconsider due to the flawed data they had made the original decision on, and my flawless credit history with only a mortgage and one existing cc (barclaycard) which I was planning on ditching for the 6.9% capital one, i did specifically mention that I was not in any way interested in any of their other products except the 6.9% card.
One trick I also use is to accept the payment protection insurance on the application forms, and then cancel it immediately upon acceptance of the product - only because a) it's a lot less hassle, b) not sure if its completely accurate, but to me it seems I'm more likely to get a decent rate product if you play their own game and tempt them with another revenue source such as taking out the PP insurance. - dont forget to cancel swiftly though.
On this, I'd highly suggest as the other posters did, that you get your credit histories (both of them), and scour it, and then write to the address Capital One supply for manual reconsiderations explaining your case for reconsideration.

I applied for a card on behalf of another family member of mine the other day and got this message. It was for who has a somewhat flawed credit history, so it could be likely hes been rejected..0

OH did this a few months back and was accepted, just took a little longer to process, but he got accepted with a good credit limit.

Don't panic.
An off-line decision could just mean they want some more information. They will turn it around pretty quickly for you as it means business for them, and you can always get your credit record for information.
