Do OR's use Parkers Guide to value Cars

We have our appt with OR next week when we briefly spoke with OR last week who thought car might be exempt I know cars are a mind field but parkers guide says £2040 - £2500 our car is in fair condition someone drove into car and rode off so needs new front bumper new head light and re-spray to blend in side panel about £600+, new exhaust and 1-2 new tyers will they use parkers guide
