Ok, I see where you are coming from but if you pay monthly DD you are paying for one month blocks in advance so surely the same should apply for quarterly!

When you start to pay monthly, at the start of a licence period, you pay approx. twice as much for six months. After this, you've paid for the first licence six months into it. You then start to pay 1/12 of the licence fee each month in perpetuity, and by now you are paying for the next licence, six months in advance, and you will continue to pay for this for a year, so that you will finish paying for it six months in arears.
I think if you pay in four (or is it three?) month blocks then you don't play catch-up at the beginning by paying more, so you're always paying in arears. Hence the interest charge.Time is an illusion - lunch time doubly so.0
