Useless halifax

Don't know if this is the right place to post but here goes.
Having done a dormant account search after reading about it on here I was pleased to get a letter from a bank (halifax) I no longer have an account with saying they had found an account for me and I should take two forms of i.d. in within 28 days.
Well I did just that and the assistant manager who I came to know so well said he thought he could see 140 pounds going in around the time I thought I'd closed it. He said he would have to confirm this by calling up paper copies of old statements from when I closed the account.
Long story short the first letter I got telling me to get in touch with them within 28 days was dated 08/08/08 and I've been popping back to see AM every few weeks since and getting nowhere. Tonight I got a newbie cashier who told me AM had moved on and they had lost the file. He started asking me for I.D. all over again and when I told him I'd been through all this he just photocopied my original letter and said he'd follow it up.
Obviously if I owed them 140 quid they would have a greater sense of urgency. Where is the best place for me to complain to to actually get a result - I don't want to give up?

Update: I called their complaint line on Thursday and got a call from the branch this morning asking if I wanted to open a new account with them. Beyond a joke.0
