Can a lone parent from the old EU states claims benefits?

Hi all,
Please can someone clarify this issue for me?
My friend was thrown out by her ex boyfriend for a really stupid argument.
Child not his. She is a lone parent. Joint claim IS when was living with her ex, I think she was receiving child benefit.
Was told to make a separate claim but not sure if entitled as she has been in this country for less than one year. No previous job in UK.
She is now temporarily in a friend’s house.
Was told to rent privately. Is she entitled to benefits , above all, housing benefits? She is from one of the old EU states.

She will be subject to Habitual residency test, will have to satisfy the criteria to claim an income based benefit.====================================================
