Paypal sucks

We recently decided to have a bit of a clearout being as we are moving to Oz next year and put a few items on ebay. I've sold a few bits before, not prolific but I know how it works.
We had a picture on the site showing the goods, yet once the buyer received the goods, he first said they smelled, then despite not really communicating with us, raised a dispute with paypal due to being SNAD.
He said the goods were damaged.
We asked for photographic proof being as we had taken close up photos of all items prior to posting, this was not provided and the seller escalated to a claim, claiming that we would not negotiate besides the fact that within the paypal dispute statements we had said we would consider a refund if proof was provided.
There is not enough room on paypal to state what we wanted, but we posted the photos within the dispute.
Within a couple of hours, the dispute was over. Paypal had sided on the buyers behalf effectively ignoring all evidence we had provided over statements he had provided without any evidence.
None of this stacks up legally. The only part of the sales of goods act eligible for private sales is the "as described" part to which the buyer never proved what he was saying. Whats more, if the sales of goods act was eligible it is the BUYERS responsibility to prove fault with the item.
How then, based on this evidence can paypal find on their behalf? Could they just look at the feedback ratings and see that he has a higher rating (due to owning a shop) and us being relative newcomers.
We are not out of pocket as the buyer has not decided to post the items back to us, however i find their apparant complete disregard to UK legislation worrying.
Has anyone else had similar problems with paypal?
Are they regulated by anyone in the UK? I'd like to complain to them as surely even the arrogance of paypal doesn't mean they can ignore UK legislation.

That's paypal for you! the amount of disputes i opened about unauthorised transaction and how slowly and wierd there acting is shocking!
Well all you can do is accept that you lost the money.

Yep Paypal is the main reason I avoid Ebay, I dont trust paypal, not with my money, Cash will always be king, Paypal isnt as safe as it claims to be.:A:dance:1+1+1=1:dance::A
